Who We Are - DESTIN PRIVATE INVESTIGATOR
J.D. NOLIN
J.D. Nolin is a retired law enforcement professional with thirty-three years of experience working as a Florida Law Enforcement Officer. Twenty years plus working in the criminal investigation division. He retired at the rank of Major with the Bay County Sheriff's Office in Panama City, Florida.
He has investigative experience in multiple homicides, robberies, burglaries, sexual assaults, theft, embezzlement, domestic abuse, drugs, traffic, and civil cases. He has held almost every position and rank for his agency. He was a trainer for his department in Confessions and Criminal Investigations.
J.D. is certified in CVSA (Lie Detection Exams) and offers these services to the public. J.D. is also the President of the Brotherhood of Christian Law Enforcement Officers, with thousands of members, with members in every state and multiple countries.
J.D. Nolin has a Bachelor's Degree in Criminal Justice and during his career has been recognized as the Officer of the Year for the State of Florida. J.D. has had more training certifications and awards that he has received during his career than can listed on our website.
JACOB NOLIN
Jacob Nolin is a retired law enforcement professional with the State of Florida as a Law Enforcement Officer from Panama City, Florida. Prior to his career in law enforcement, he was a corporate investigator for multiple corporations in which he specialized in forensic accounting, business auditing, and fraud examinations.
While employed as a corporate Investigator he was recognized multiple times leading the state in clearing both interior and external theft cases.
Jacob has a Bachelor's Degree from the University of Southern Columbia in Finance. He also has an Associate of Science Degree in Business from Columbia Southern University and an Associate of Arts Criminal Justice Degree from Gulf Coast State College. He has been a Commission Investigator for the Federal Government. Jacob also has active Law Enforcement Standards with the Florida Department of Law Enforcement.
Additional Certified training Jacob has received has been for training in Advanced Surveillance Techniques and Advanced Undercover Intrusion Operations. He also holds certifications in Interviews and Interrogations, Confession and Interrogations, Advanced Firearm Training, Advanced Domestic Violence Investigations, Enforceable and Non-Enforceable Writs, Hate Crimes, Response to Terrorist Bombings, Response to Suicide Bombings, Active Shooter, Command Training, Missing Person Investigation, Child Abduction and First Responder Training.
JERRY WEST
Jerry West is a retired law enforcement professional from Pensacola, Florida. He started his career working as an Undercover Investigator in the Special Investigation Division in Escambia County, Florida. After retiring from Law Enforcement he was certified in Specialized Surveillance and Organized Crime Investigations through courses by FBI Instructors.
Since joining the Nolin & Nolin Team, Jerry has taken on the reasonability as the agency Surveillance Trainer and Multi-state Lead Investigations. Jerry is also a Certified Master Diver and conducts all Marine Investigations and Underwater Operations for the Agency. Jerry in 2021 and 2022 received awards voted on by retailers Publix, CVS, Walmart, and Walgreens for his Investigations and was recognized as the Surveillance Investigator of the Year for Organized Crime Cases.
Jerry was credited with closing multiple cases that expanded across multiple states, working with Homeland Security and hundreds of local Law Enforcement Agencies. Recovery and prosecution in these cases in 2022 were estimated to exceed 10 million dollars.
JOSEPH PERRIGAN
Joseph Perrigan joined Nolin, Nolin & Associates in 2018 as the Advanced Lead Analyst specializing in online Forensic Analysis of Missing Persons. He holds a Certification as a Digital Forensics Examiner (CDFC).
With years of experience in Management and training in Evidence Collection and Processing, he runs the day-to-day operations of Nolin, Nolin & & Associates as a level 3 secure office facility and manages support operations for field Investigators.
Joe has expanded the operations of Nolin, Nolin & Associates to include partnerships with IdentoGO to offer onsite fingerprinting and background services for the Department of Children and Families. He also maintains a Notary Certification and offers other services such as FBI background checks to the public.
JESSICA KENNEDY
Jessica Kennedy took over Surveillance Operations as Lead State Licensed Investigator for our in Central Florida Offices in 2023. She leads a team of Investigators that Specializes in Undercover Operations, Infidelity Investigations, and Child Custody Investigations.
Jessica holds multiple Certifications ranging from Domestic Surveillance to Intrusion Operations, which allows her to engage with subjects in an Undercover Capacity to gain intel for cases in restaurants, bars, and other establishments. She has established a large network of Confidential Informants in the hospitality industry.
Jessica has received multiple acclamations from Clients for her cases based on her detailed report writing skills and evidence collection, leading the agency for this year.
JASMINE ALLEN
Jasmine Allen started with the Agency in 2021 as the In-House Family Evaluator based in our Panama City, Destin, and Pensacola Offices. Jasmine assists in cases of Child Custody by both providing an Assessment Report of Risk Factors for the courts and testifying to her findings in court for Clients.
Jasmine has a Bachelor's Degree in Social Work with a Minor in Psychology from Florida State University. She has worked as the Program Director for the Juvenile Alternatives Program for Village Behavior Health Inc. Jasmine has also worked for Life Management Center of NW Florida as both Lead Social Worker and Component Director for Healthy Start Families. Other employment she has held has been as a Social Worker for Flowers Hospital, Alfred Saliba Family Service Center, Early Learning Coalition of NW FL, Early Education and Care, Children’s Home Society of Florida, and the Gulf Coast Children’s Advocacy Center.
Jasmine has assumed leadership roles as Director of Florida JCI Senate, and Board of Directors President for the Bay County Domestics Violence Task Force, she served as Chair for Emerald Coast Infant Mental Health, President for Junior Chamber International Florida Region, and as National Vice President Junior Chamber International USA.
OUR TEAM AND STAFF
As a team of 11 Investigators and 4-person support staff in the Panhandle and North Florida, we uphold high standards in all our work and approach every investigation in a thoughtful, well-planned manner ensuring all state and federal laws, including privacy requirements, are upheld. Our team is unique in that we consist of retired military and law enforcement officers, a social worker, and a CPA who is also certified as a fraud examiner. We have a working relationship in the Southeast with the largest Anti-Organized Retail Crime Unit actively working multi-state federal investigations.
While each of our investigators has specialized areas of strengths and expertise, our diversity allows us to proceed on an investigation from any angle.
